Japan to Upgrade Airports and Seaports for Defense Use

Japan is set to enhance its defense capabilities through the upgrade of selected civilian airports and seaports to be used by the Self-Defense Forces (SDF) and the Japan Coast Guard (JCG). The initiative, aimed at improving disaster response and military training, involves the transformation of 16 facilities across seven prefectures into "specified use airports and seaports." The upgrades, approved by local governments, will see 37 billion yen allocated for extending runways and improving berths to cater to SDF and JCG operations.

In the midst of ensuring the readiness of the designated facilities for defense purposes, concerns have been raised by some local governments regarding the potential risks of becoming targets during military emergencies. Despite these concerns, the central government has expressed its commitment to further discussions with local authorities to designate more facilities. Notably, the prioritization of facilities in the southwestern Nansei Islands, particularly in Okinawa Prefecture, signifies the government's strategic approach to address security challenges in regions like the Taiwan Strait.

While the move to enhance defense infrastructure aligns with Japan's National Security Strategy established in 2022, some critics argue that the government's actions lack transparency and community engagement. Akihiro Sado, a national security expert, raised concerns about the unilateral decision-making process concerning the designated facilities, emphasizing the need for a comprehensive plan to protect and evacuate individuals in times of emergencies. Furthermore, the exclusion of certain airports like New Ishigaki Airport and Yonaguni Airport in Okinawa Prefecture has sparked discussions on the balance between military functionalities and civilian operations within the designated sites.
